Mr. Claugus earned a Bachelor of Civil Engineering degree and a Master of Science degree in Engineering Mechanics from The Ohio State University http://majors.osu.edu/pdfview.aspx?id=34 in 1972 and a Juris Doctorem from Georgetown University Law Center www.law.georgetown.edu/ in 1976.
